Nope. It's been confirmed that that was a misunderstanding.

It goes for online passes on used games. Basically the exact same thing we have now. Nothing's changing. You can go to the store, buy a used game, play it with no problems. It's up to the publisher if they want to put online passes on, so expect EA to do that. You can let your friend borrow your game and nothing changes.
