Homebrew Run Homebrew .DOL On PC?

Is there anything that can run Homebrew .DOL or .ELF files on my XP or Vista PC?
Will Dolphin do this?

Actually I think the newest build of the Dolphin does this. I just read about it.

dolphin does, just make a nand dump, and use that in dolphin, so it has the homebrew channel installed...

I have a NAND dump from BootMii. Will that work?

AND... Since I've never used Dolphin before, will I need anything special to run it, or will my mouse work??
