PS1/2 Resident Evil Outbreak Question

It has been some time and I can't remember for anything is there anything that I can't get with out playing online like items or weapons or is everything there already you just can't play online with people?
If anyone remembers plz tell me thinking about picking up this game again I tryed looking online about it but I could not find anything oh and is file 2 the same as file 1 but with more things in game?

Answering your second question, Yeah, File 2 has File 1 maps, so you better get that one. If you feel like playing online, there are custom servers for the Japanese version of the game, but the with an English-speaking community (there is also a Japanese->English patch as well).

Also, not sure, but you should be able to get everything offline.
