I know you can pay a tiny fee to remove the browser lock, but for somebody who can't pay for things online, let alone get a japanese eshop card, but is there a way to bypass the filtered browser without paying, maybe like a proxy site which works on the browser?

Sounds ridiculous of Nintendo. Rather than pay, wait to see if somebody creates a bypass hack, what FW version are you on?

is it a parental lock type thing? if so, get your parental code number the system gives you and go here http://dsibook.wapka.mobi/site_14.xhtml
No, it's totally unrelated to parental controls. It's a lock placed on the browser for Japanese New 3DS systems. You need to pay a small fee before using it as some sort of age-verification (if someone has a credit card, assume over 18).

You could use a HEX editor to edit your browser savedata to disable the lock

 Source

I could dump my save to see what to change it to.
