Misc Quick Question Regarding NNID's and DLC

I'll try to be brief.
Just the other day, my sister wanted to get the MK8 DLC and we continued through the payment process but at the end all it said was "This NNID cannot use credit cards." I'm assuming it's because my age is set to 17.
So, my question is:
If I have a separate NNID account on my Wii U and decide to purchase the MK8 DLC on it, will I be able to use the DLC on my main account? Or is it limited to the account that bought it?

Yes, all purchased downloads are available to every other user account on the same console.
