Yes, but Opera isn't built for Wii U's and to make it's functionality work in just the Wii U would take too much time and effort. What we could do however, is create a browser of our own that has vulnerabilities which would be entirely pointless as we could just create an app that uses said vulnerabilities specifically by the press of a button.
You are right there, But the browser exploits aren't the same as app exploits, and there are many more browser exploits than app exploits. SysNAND and RedNAND allows the browser to do a lot more things than apps can do.
Once again, make a page of exploits that loads them specifically from SD. Problem solved.
