Hardware Question about my 3DS not charging while I play

So I'm playing my 3DS at the library right now for about 15 minutes or so now. I'm playing Pokemon Black with sound off, wifi on and 3d off. My charger was plugged in before I turned the system on and it isn't charging while I play. Also in case anyone is wondering, my 3DS had a full charge before I turned the system on to play it.

Is that normal for it to not charge while you play when you already had a full charge?

When the plug is connected (on both ends), the system becomes powered by the plug, not the battery, but enough power is running from the plug to also charge the battery should it need to. When the battery is fully charged, the light goes off, as it can't charge it anymore, even while the system is on and is plugged in for power.
