Hacking possiable to get eu cia to work with usa region 03ds download play?

im having trouble finding a usa cia of mario party
the eu versions works but since i have a usa console download play will not work.

is there a way to get eu download play working on a usa 3ds

both my 03dsxl are 9.0 sys and 10.1 emu

With US rom (download or dump it), make CIA by yourself.
