Hacking Playing Region Free/Other Region .cia online?

Hi all. quick question. I have a U.S. N3DSXL. Is it safe to play an EUR .cia online? how about a "region free" .cia? Orrrrr.... what if it states "EUR Region Free" (not exactly sure what that means in particular)?

Edit: Or to be on the safe side, should I convert a U.S. .3ds (or should it be .3dz?) version of a game to .cia?
