Not sure if this is dead or not, but anyway I want to inform about the Wii U homepage for sharing loadiine/Cemu ready courses.
    http://smmdb.ddns.net/
It also has an incomplete API, that I am still working on. It will have all the functionalities of the original homepage.
I am the creator of this homepage, if you have any questions

Sooo, the DL links in the OP are now broken. Is there are mirror for the .3dsx version at least?

Could it be possible for you to host 3ds versions as well as Wii U versions?

Don't think so. MarcusD effectively left the 3DS Homebrew scene, and the source repository has been deleted. I'm guessing the only reason HorizonM (the sole 3DS project he has the source currently available for) is public again is because NTR streaming broke in 11.4.

Well, it appears that someone might have downloaded and uploaded the source, link is two posts above yours. But I do agree, I don't really see this getting finished. Which sucks cause I really was looking forward to having a way to share all my levels on the 3ds version. Play it a lot more than my Wii U. But you never know, maybe someday some one will pick it up.

Oh snaps, I didn't know that. I still have yet to do anything with my Wii U as far as CFW and all that. Guess I'll have to now. Thanks! :D

Marcus didn't left the 3ds scene and he is actively working on HorizonModule. As a beta tester I can definately say HorizonModule did a great progress in the last few days.

I'm pretty sure he just said he was on a hiatus and coming back to this when he felt like it.

I've been looking into this, and it seems like the file course220 is the key to making everything work. It's the check file to make sure nothing is wrong.

At the end of the file you see 00 01 02... etc. For every level you have made. The rest of the file, I am trying to figure out, if there is a correlation between those numbers and the level files

o rly? I'll have to look into it again then! I thought course220 is just used for checking the header, and the rest of the file is just uninitialized from expanding the ExtData file to block boundary. well, once I'll have time I might look into it again then, but don't take my word for it; I still need to find out the CRC used in the first 4 bytes

I'm trying to figure that out too :P

Another thing, if you download a course through courseworld, it skips the number in course220. For instance if you downloaded one as your second course but made more afterwards, it would say 00, 02, 03... and so on.

Marcus said when he has time he might look into it, if you can read that is, so IT MIGHT BE alive in the future.
