The Web Browser is still downloadable aswell as the Nintendo 3DS Transfer Tool (Checked at 29 July, 18:25 UK Time).
Go download it asap if you have not already.

You can't - you'd need to inject the latest Shop APP.

Well, when RocketLauncher + hiyaCFW are out, I assume there'll be homebrew to do it, since it's just injection.
RN, you'd need to hardmod.

Alright, I downloaded and decrypted the latest EU DSi Shop .app file using NUS Downloader. Now all I have to is wait all month for RL + hiyaCFW and start getting impatient out of hype while doing so.
