Homebrew is there was a way to download dsi shop apps to sd then save them to dsi

I think that's impossible. Since the DSi Shop closed, you need an exploit or hardmod to inject DSiWare games into the DSi.

Well actually, you could save apps to sd and put the sd in another ds that didnt have that app and you could copy them.

No, it doesn't work like this:
When you copy a DSiWare game to the SD card, you just copy the data of the game and not the game. It would be too simple to hack a DSi if not.

DSi Ware Apps are signed with a code which is exclusive to your console. Copy pasting apps is possible, they will never show up or work though. If they are copy pasted to another device, the device will miss the signature on the app. It simply can not be done and thus you're screwed mate. I am sorry. As @MyDePain noted, it can be achieved by a hardmod or an exploit.
