When using a JED file (instead of XSVF) to program the chip in Impact, the programming phase completes but verification phase fails. So most likely the chip is indeed broken.

Will try to get a new one from the vendor, if that fails I'll order some more from eBay. (they're cheaper there too, some Chinese/HK sellers there sell these for 3-4 euros a piece with free shipping)

I'm not sure if you did this, but have you programmed the bootloader on your JR programmer yet? I just had something similar going on a month or so ago, I also just modded my x360 after years of waiting. I used a different chip(coolrunner), but it would not detect the chip at all until I programmed the JRunner.
