Yeah, I'm pretty sure it has to be the same region as your system.
I thought this would've been obvious.

i cant still figure it out
I'm not saying this is true (because I don't know the specifics.) But Wii regions have separate Wii menu's that is intended to be compatible with their own region.
Changing your Wii System will likely change your default language, or either one of the two things will happen.

1. Your Wii will completely brick

2. It will work (Barley.) Before installing a separate Wii Menu you would have to change your Wii to a different FW, Sys Menu, uninstall the old one, and its just a pain in the butt to deal with. Why do you want to change your region anyway?

I know you said you have figured it out, but if you want to install a whole new system menu from a different region, I recommend to set it up through an EmuNAND setup (so there is little-to-no brick risk). Use UNEEK and ModMii to set up these things. (Although I fail to see the reason why you would want a whole new system menu from a different region in the first place...)

You don't need to region change or do anything to the system menu. Just use a USB loader and cIOS.
