Actually yes you can emulate GBA games on the R4i Gold.
It's not perfect, but you can do it

I'm afraid,you cant use r4i gold 3ds to play gba games on your N3DS, maybe as you knew, 3DS dont have slot_2 to insert ezflash 3 in 1,yet, if you want use r4 card to play gba games, ezflash 3 in 1 is an essential item. So in this case, dstwo is your only choice.
