Thats because your not connected to the right irc server.
type in "/server irc.gbatemp.net 5190"
then do the "/join #gbatemp-wifi"

Umm, I'm not sure about that. I would like some proof that your are not trying to enter the tourney twice (like pics or something) Until I see a some proof, I'm going to have to say no. Not trying to be mean, just trying to prevent fraudulent sign ups. And just to make sure you don't get a image from google, it should be of you and your brother with the DS. You may PM me the picture.
