For new 3ds jap console, can we emulate the system firmware?

So now my gateway is working and is able to play rom, can i like emulate the gateway so that i do not need to do any extra stuff such as using ninja to make it work again since i do not have the ninja.

Can any version of EMU system be able to get cia?

New 3DS supports emuNand up to version 9.5. You can install a version of mset.cia that allows you to use the DS Profile Exploit so you no longer have to use Cubic Ninja or Zelda to reach Gateway mode. Any emuNand version will let you install and run CIAs.
