Gaming Flipnote on a dsi xl 1.4

I just bought a second hand dsi xl for my daughter, cause hers got stolen, but we noticed that there is no Flipnote on it.

So I wonder if I can install this from somewhere, without upgrading to the latest FW?

No. Nintendo has never made DSi firmwares available any way other than online, and online will always update you to the latest at any given time, and the DSi won't let you downgrade itself or roll back the firmware.

If you want DSi eshop access, you need to be on the latest DSi firmware.
