About 10 years ago I built a pretty high end machine so as to be able to edit videos more easily. It was a core 2 with 2 whole gigs of RAM. It did indeed edit usable video and encode in almost real time, a step up from my Pentium 4 laptop which could also rip and compress DVDs all day long, and actually took footage from my friend's video camera and allowed me to chop out the pointless bits, reorder some of the things shot and export, though I had to go eat dinner or play a game while it encoded.
Even the crappiest of netbooks will probably beat either of those today. You might struggle to do 4K and some really high end restoration and 3d effects but it should be able to take footage from whatever camera or 3d editor or image editor you have, chop bits to size, crop it down if necessary, put it all together in whatever pattern you like and export it all.
Now my chosen editor is a reasonably complex scripting program, however there are many that will import a pile of clips/images, allow you to trim things where necessary and put them in whatever order you like before giving some audio or taking a dub.
Equally despite doing this now for many years I watch anything from https://www.youtube.com/user/everyframeapainting or http://www.youtube.com/user/filmriot and you can be sure I will learn something, still does not mean something useful can't be made.
Short version. No excuses, or at least that is not one.
