ROM Hack Extracting streetpass/additonal content data

As we know, some games allow the downloading of additional data via streetpass. Where is such data stored eventually? Does it always become part of save data for the specific game, or is there another storage type for "dlc"? like additional content from eshop etc. Can any of these be extracted? I understand there is savedatafiler, but it seems to deal with save data specifically...

I'm pretty sure Savedatafiler can extract (and I assume decrypt) any extdata as it does save data.

Updates, dlc, and I assume streetpass data all reside in the extdata folder.

The game checks the directory that matches its title id and either imports it, or more likely reads it directly from the SD card.
