email notifications on messages not working

As the titles states, I have not been getting email notifications for the last day now.

In regards to this, I have email notifications turned off on my account (or, at least, I did before the maintenance stuff) and once this was fixed I started getting a ton of them again. I tried turning the setting on and then off again, and it appears it still happens.
