Homebrew E-shop software from a different region?

Is there a way to install e-shop software from a different region then the one your DS is from/running?

I have a N3DS running 11.1.0-43J with a9lh + lumaDS and I would like to get the english version of the virtual console Pokémon Yellow and Pokebank.

Is it possible?

Only change region, but you lose access to eShop. I have N3DS LL changed region to USA
i can't use eshop and pokebank
Why u not use pkhex to export pokemons ?

I have Japanese Green running on my US 2DS, no region change. However, the other Pokemon VC games (RBY) are region free, so they'll match the region of the system. You may be able to use Luma3DS's region emulation feature (or LumaLocaleSwitcher) to change the VC games to play in English. You can't use the US Poke Bank, as it would need the US eShop + a US NNID.

EDIT: Just used freeShop on my Japanese n3DS (a9lh+11.3) to download Pokemon Yellow. In freeShop, look for the "Pokemon(TM) Yellow Version". I can confirm it plays in English, even on a Japanese system. The Japanese version of Yellow isn't on freeShop.
