Hacking Downloading Free DLC on N3DSXL 11.4?

How could i download free DLC on a N3DSXL 11.4 that is non-CFW? do i have to hardmod/use DSiWare to CFW it so that i can get free DLC, or is there a non-CFW way? since i can't get the Anker etc. SD Card readers and don't have another hacked O3DS etc

Unless the DLC is already being given out for free, there is no way to get paid DLC for free without a CFW.

Sorry, I just realized that I only answered half your question. You can use hardmod or dsiware to install b9s and get you on the road to having a CFW.
3ds.guide
You do require another pre-hacked 3DS for the dsiware method or a hardmod. At least until they find a kernel exploit for 11.4.

I'll wait until a kernel exploit is found since i can't hardmod or dsiware.
