In short: How do i make a functioning OST mod for a Vita game with looping segments of tracks?

In detail: Recently the Sora no Kiseki SC Evolution fan translation has been released. As the remade OST is a hit or miss i want to replace the themes that idssappointed with special arrangements. I found some mods for the PC version. These mods consist of ogg files which, as i learned, contain coded segments for loops to be repeated in game (which is a must). So: Where is the looping data stored in AT9 files? Is it possible to convert the ogg files to AT9 WITH the loops? Is it possible to define custom loops in AT9 files that i converted from WAVs myself?

I heard you could set the loops in at9tool?

OK, i figured out how to set loops in at9tool... But is there a way to test/play the AT9 file to check the loop on my PC?
