Sure, a very large number of GUI system titles are optional (Browser, Miiverse, and eShop even more - any apps that call them are supposed to check for their existence first, according to Nintendo's standards)

Of course, any missing system title will make the console count as not updated, and updating will redownload it

I guess a sufficiently competent rom hacker could edit the browser's executable to make it close after launching (or ask @MarcusD for more details, who has done more research on applets than probably anyone else ), then it's just a matter of converting it to cia with a high version number, encrypting and installing it
