Homebrew Cios249 installation help

Is there any way to get cios249 without having an internet-connected wii?

like an oflfine installer or something?

EDIT: i tried the wad file but for some reason my wad manager is on the blink so if anyone could offer any help with that it would solve the whole problem lol. it's saying installation succesful but the channels aren't showing up. i'm on 3.1E.

yes get the original ios36 file (find it on internet or rip it from a game disc) and run waninkoko's installer

EDIT:the only version i could find was ios37 is that what its sposed to be?

If you want to install the cIOS249 for the BUL3, go to the WiiGator blog here in GBATemp and there is a few files you need to download and put it your SD so the installer, search first on your SD and don't try to download them, or somewhere I saw the .wad installer so just install the .wad and you're done...!!
