It may be a 20yr old game but the mod is pretty demandingSo a laptop with at least dual core, 2gb of ram, and 256mb vram? I'd go on a limb and say just about any laptop can run a 20 year old game (the frame rates is another matter).
That just leaves the battery, so you're probably looking for any U series processor.
For low budgets, consider looking for second hand laptops.
It's also worth noting that with a second hand laptop, battery life might be bad, especially if the laptop is a few years old as laptop batteries tend to get worn out after a few years.Demanding enough to need 256MB of VRAM according to the FAQ. They don't really mention how high res textures or the OpenGL hacks bumps the specs needed, but it's safe to say that on a budget below the average of the market (in UK that means sub-£300) you won't be looking for the absolute best out of the mod, so we go back to their stated recommended specs.

You'd need to go second hand to find a laptop with better specs, and that really depends on where you live and what shops are available to you. Otherwise.... eBay (which I don't trust), CraigsList (I don't trust it either), or the likes of CEX or Cash Converter.
Or get a desktop PC. It'll give you better parts for cheaper.
