ROM Hack Bravely Default Inject Village Pop Help

So this is the code for injecting max villagers:
03000A88 000003E7
035D70F0 000003E7

I'm not the best when it comes to hex but this cheat doesn't work, or if it does I don't know what I hafta do in-game to activate it (like going into battle for max job level). Are the last 4 digits at the end the digits to include how many villagers are in the code? Could I change them to give myself X number of villagers instead of MAX to see if works differently? Could somebody with even basic knowledge of HxD help a brotha out? Thanx guys!
