Mark the time: 6:30 and watch it through 6:38... What program can I use for a picture in picture and zoom to the full screen ? I want to use it for my project, thanks.

Any of the major video editing studios can do that. Adobe Premier and Sony Vegas being the largest of them.

It's probably under a swipe transition under most video editing suites.

Yeah, but I am looking for a free program that allowed that.

By the way, what is this zoom in and out for a picture in picture called ?

I doubt you'll find any free programs for video editing that has that capability. It doesn't really have a name as it's just a basic overlay/zoom of the source material along with any MediaFX the program has.

Adobe has a good series on using Premier: http://adobe-premiere.wonderhowto.com/how-to/create-picture-picture-effect-pip-premiere-379279/

Final Cut/Adobe Premier/Sony Vegas are the best and easiest to use for that, but I don't think you'll have much luck finding any free alternatives that can do what you want.
