Hardware 3ds xl only reads games on powerup?

I had to replace the slot 1 on my 3ds that reads 3ds and ds games because I had bent some pins. My 3ds can read games after the replacement but only with the power off and then turning on with the game already inserted. If I remove the game while power is on and push it back on the 3ds won't read the game.

Anyone can offer any hints why I can't hot swap games?

Meaning with game cart in and then I power on it reads the games no problem.
Then after successful read of the game with the power on I pop out the game and then put it back in and the game is not recognized.
With the game still in not recognized I power off and then power back on and the game is recognized despite me not doing anything but restarting the system.
When the game is recognized if I pop it out and then pop it back in its not recognized. However it appears that if I open the settings app, close the settings app and then close the app going back to the home screen the game is detected despite me not doing anything but opening the settings app and closing it.

Any help?

I have the latest software version on my 3ds. I have the old 3ds xl

the cart detection pins are on the right side of the cart slot here

if these pins are shorted the 3ds always thinks a cart is inserted, so hotswapping carts won't work

(ps entering system setting and exiting performs a soft reboot so that's why games are detected when you do that)
