For ex i want to speed up the dialogues in pokemon X or ORAS is there a program for that?

You can most likely make a cheat plugin that does what you want, but first someone would need to find the right addresses to edit. Probably beyond your capabilities based on your question, but maybe someone here will be nice and spend the time it takes to make one for you. Don't hold your breath, though.

All games work uniquely. You're basically asking for somebody to make a key that opens all doors. Each game uses it's own unique file system, save format, engine, hex values etc. What is possible is to find or make cheat plugins for ntr cfw. There is no unified place these are kept, so you need to look around a bit AFAIK.
