AnimEditor is a sprite editor for the NDS. The application is still in the early stages of development and is hardcoded for a specific layout of the .spr file. For more information check out the links below.

isn't true anymore. see these additional instructions to see how you can build your own character from a custom .spr file.

Megaman might not be the easiest character to animate with this technique, but drawing it first with the companion Sprite Editor that shouldn't be impossible. Likely, another release where limbs can be rotated would help you in that task.
