It's theoretically possible but you wouldn't have a very good experience - the 3DS's WiFi module tops out at around 11Mbps and even then it probably couldn't handle the load.
I bought StartIsBack a few months ago and it works brilliantly, seems more polished than Classic Shell and is impossible to tell apart from the Windows 7 start menu in my experience, both in form and function. I like a vanilla experience so having slightly fewer options wasn't really a problem...
