    I'm getting the same issue on US 3DS (GW2.7, emu9.4) trying to download Shantae and the Pirate's Curse update. I tried uninstalling all the theme and dlc cia but no dice. Have you found a fix for it yet?

    You can't run GBA or NDA roms in Emunand. 1. Gateway is the best in terms of features. Sky3DS is best in terms of ease-of use. As for being future proof, Gateway has the better track record but only time will really tell (Considering Sky3DS still works on 9.4, there is a distinct possibility...

    Yes, I meant the "format emunand" option from the GW menu. If you bought the DLC while the nands are unlinked then I'm afraid that you'll probably have to repurchase it again after formatting a new emunand. Although you can always try seeing whether NNID is enough to allow you to redownload...

Backup your old emunand partition with emunand tool then format a new one (making sure to backup the SD card content first) This new emunand partition will be linked to your sysnand once again so you can use SD decryptor.
