Look up "Darktraveler windows" in Google. The website in the first link has information on how you can build your own .img file for both 95/98. You'll still require your own copy of those respective OS though.
I'm not trying to condone piracy here but look a little harder, it's not that hard to find, a tip for all google searches is try reprasing your search term and you may get results your looking for

What are you doing to load the image, what format is the image in? Are you using sf2dlib? What is the code you use for loading and rendering the image to the screen? Without that information there is essentially nothing anyone can do to help you.

Omg lol, for some reason I though this was the developer discussion thread XD. Sorry but I don't know how to fix that issue...
Later versions of DosBox on retroarch (post 1.3.3) have mouse support.
You can replace the .3dsx in \3ds\retroarch_3ds\ with a more recent .3dsx.
What kind of CFW are you running? Are you running a9lh, B9S or something else?
Do other retroarch cores work with rpghax? I've heard a ton of emulators crash on 11.6 due to unstable payloads. It should work with rpghax if other cores work, but I can't say how well it'll run without dynarec.
I'm running Luma.
