Have One IP Where The IP Itself Changes?

Hello, what I'm looking for is a place that can give you a domain like no-ip but when ever the website name changes, I could update it without having to change the domain itself.

If you don't understand, here is an explanation:

here is a string, or domain: domain.org
domain.org could equal dom.org but lets say that "dom.org" gets shut down, and gets replaced with "ain.org," all I will have to change is the site and domain.org redirects to "ain.org" after "dom.org" gets replaced.

That way without changing the client settings from dom.org to ain.org, it stays as domain.org, where domain.org redirects to whichever is replaced.
In other words, it is like:

string domain = "domain.org";
string sub = "sub.org";

enters website, domain.org, goes to sub.org.
Oh no! sub.org is down!

sub = "dub.org";

go to domain.org, redirects to dub.org.

Is there a service that does this for free? Hopefully I gave a good enough understanding of what I want.

Why not just point domain.org directly to the server IP?
Anyway, there's a DNS entry you can add to redirect one domain to another, you still have to change it manually when one domain goes down though.

That is what I want to do. That way I don't have to change the settings in the client itself.

What client are you talking about?
You see, I am setting up octoprint and I am able to connect to my 3d printer through the internet through remot3.it, the server. Every time I start the server, the domain changes, making me have to change the settings for OctoRemote, the client, the android app. What I want to set up is that so I don't have to change the settings at all in the client, aka OctoRemote. Just the service where I could change the domain that remot3.it gives me.
