VHBL can be installed, which allows for PSP homebrew to be played like PSP emulators, but that's it. You can find out how to do that here: https://hackinformer.com/2017/04/28/psvita-install-vhbl-bubble-fw3-65/

If you want a full Vita hack, you'll need 3.60. The only way to do this would be to either get another Vita with 3.65, or buy a motherboard with 3.60 on it and swap it in your current Vita. The latter is the cheapest method and fairly easy, the former can be a bit expensive but doesn't require opening the console (obviously)

Motherboard swap may be the cheapest (got one off ebay for about £20).....but also can be a ****ing pain in the arse if you don't have the right tools, so unless you have the skills or know someone, it may be easier to sell it and buy one with a lower firmware.

I just did one myself on a 3.65 console and had issues with the screws and flat flex ZIF connectors (had to take it apart a second time as the right analogue stick didn't work).

I used this guide, however, ignore the part about removing the left controller board as it's not needed:

I second the motherboard swap. Cheap but a little difficult to do. But with some patience it's not too bad.
You can use psp homebrew that's about it. You're missing out on all the Vita goodness. All the plugins

Uh, a high quality (5 € in physical store) phillips 00 screwdriver and my hands+fingernails did the whole job fine :)

Had one, one of the screws on mine seemed to have a dodgy thread requiring me to pry it partially open while unscrewing it.

Thankfully I had one of those plastic opening tools to reduce potential damage (in the past, screwdrivers gave me problems and I would not have wanted to use my fingernails).

A motherboard swap sounds daunting at first, but it's really quite easy to do if you have a fair bit of patience. While I was doing one I had to walk away for about an hour to recompose myself as I was getting frustrated with the smaller ribbon cable, but once I came back I got it right away. Patience young grasshopper and you too can swap your motherboard if you so wish...
