Wait for ntrboothax. You will need a compatible flashcart and a powersaves. Wait until it is released.

Powersaves is just a term for a device that lets you modify a cartridge's save data without having a hacked console.
You can't downgrade without CFW. If you can install CFW, then there's no need to downgrade. In other words, a downgrade is not what you're looking for. You want to install B9S and Luma3DS. You have three options:
- Update to 11.5 and use the DSiWare method (requires a second 3DS that already has CFW)
- Use the hardmod method (requires soldering)
- Use the ntrboothax method (requires a compatible DS flashcart) (not released yet)

The only the you can currently do is send it to someone for hardmod. If you wish to wait you can do ntrboothax when that gets released.
Also I never understand why people suggest dsiwarehax. A majority of the time they are asking because they don't already have a hacked system

dsiware hax was the way i got cfw but that was without a pre hacked system and i had one of the old kexploits (old fw)

How much does it cost to hard mod or how long will it take for the cart exploit to release. I could go ahead and buy one for as soon as it is avail. Also I wish I had someone's opinion on a good place to purchase one as well! One more thing on a flash cart could I also used a micro sd and play ds games without the mod? Until release ??

try ndscard you can buy an ak2i there and its the only confirmed card to be working

if you really want a compatible card before release then try just looking for an ak2i somewhere like ebayCan't use that site I don't have PayPal and the don't have a way just using my card

It is highly recommended that you wait until ntrboothax is released before buying anything. One of the reasons it's taking awhile to be released is because it's being designed to work with numerous (cheap) flashcarts. By being impatient, you might spends many times more money than you needed to. As for when it's released, nobody knows.
When it's released, nds-card.com is a good site. They're also the official sponsor of GBATemp.
You can use the flashcart to play DS games. That's what it's designed for. After ntrboothax is released, I have no idea what its functionality will be. It should be noted that the Acekard 2i is not compatible with 11.4 for playing DS games, so you can't use it before ntrboothax is released.

with ak2i your supposed to be able to restore the boot rom so you might be able to use it afterwards
