Even if it did work, the OP is running B9S and I am not sure if there's any method to getting
Regardless, I still would really like to know why the OP wants to downgrade. Everything has updated to support 11.4 (an by proxy 11.5,) so I am wondering if there is something I can do to help fix the issues they are having with 11.4.

I have downloaded the firmware from 3DNUS. What should I do now? Should I use that guide or should I use sysdowngrader?

i dont have experience with that program in particular i have however completed several ctr-transfers as well as downgrading via the (now ancient) sysupdater (the program sysdowngrader is based on)
Create a folder called "updates" and put the cias in that folder
But I really would like to know why you feel the need to downgrade. Is there something missing from 11.4/11.5?
When I open sysdowngrader it says "an exception occurred". What should I do?
How are you opening it? Are you using the CIA version or homebrew launcher version?
.cia says "an exception occurred" & homebrew version says "did not get am:u handle, please reboot"

How to use payloads on b9s. There is only one payload on luma/payloads that is godmod.
