I have just tried it in GM9 1.2.1 and 1.2.7 and the option does show up.
I did mind you have FBI.cia in the root of the SD card.
One thing I would recommend if re downloading FBI and trying again.
Side question, your SD card is FAT32 correct?

Like I said, the option does show up but not for the fbi.cia
I have the FBI.cia on the cias folder, should I move it to the root?
I have redownloaded the FBI like 4 times :(
Yes, is FAT32. I already made the mistake of using other format :P

It shouldn't really matter but ya try it on the root.
Also you are downloading it from here? https://github.com/Steveice10/FBI/releases
its very strange this is happening.

Also if you have a hash calc please verify if GodMode9-20170711-185700.zip = SHA-1: 345c9d37319ec7a388de1d9ecb5d2f4d4580bd15
and FBI.cia = SHA-1: 405e0b1b504ee434d2ff9b7a1726011afa13d8fd
Do the check on the files on the SD card.
Failing this could be a faulty SD card.

If the zip has a different hash try downloading it via a different browser.

The FBI.cia has the same SHA-1 when I download it. When I transfer it to the SD Card too. When I take out the SD Card, try it on the 3ds and then put it back to the PC and check the SHA-1 it changes.
SO that means the SD Card is bad?

Also the version I have of godmode9 is 1.2.1 no 1.2.7 like I previously said. (I though it was 1.2.7. Is the same folder that you posted. Same SHA-1)
I have no idea how to update it.

@jeremyraven From all the likes, I assume you where successful?

No I wasn't sucessful. I was just trying to show appreciation for your time (and others). And also notice that people who write here have a "likes" counter
so I thought the likes count for status or something like that.

If the SHA-1 HASH changes it must be a bad SD Card. I suggest you test the card with h2testw.
Follow this part of THE guide.
https://3ds.guide/h2testw-(windows)

To update the the GM9 replace the GodMode9.firm file in the Luma\payloads folder with the GodMode9.firm file from the latest .zip https://github.com/d0k3/GodMode9/releases

Also, I do love fake internet points. Yeah, Likes!

Also BACKUP the SD card BEFORE you do the test.

I GIVE UP!
I think the problem is my SD Card. h2testw takes forever to complete and after waiting several hours I forget about the computer and it turn off. When I start it again it says the sd card is deffective. I thought It was because I let the PC to turn off, so I tried again. And it happen again after several hours. So I think is the sd card.

Also I replace the godmode9.firm and now do not work. I put back the previous one and didnt work either. I guess is the sd card.
At least I can still use the free shop and games so I am going to ignore everything else.

I appreciate your help very very much!

Don't give up.
If the SD card is defective just replace it and copy everything you can from the old one and put it on a new one.
If that was the main problem all along that it could very well work.
If it doesn't you can reset the data, reinstall the games and possibility import your save.
If you are interested in proceeding further reply to this thread and we can continue.

Also how are you using free shop without an SD card?

I did try with another sd card and it didnt work (maybe is deffective too. I do buy cheap cards on ebay). But I will give it another try.
How can I reset the data? (I have no problem if I have to delete the games and re-download them)

The sd card is working. I can save data there. I downloaded 2 games recently. I just don't whats happening. It seems like a really bad joke
:cry::cry::cry:

Buying flash memory on ebay can be quite a tricky thing. Lots of fakes.
I recommend buying one from a local store/store you trust and start there.
To reset the data store just delete the Nintendo 3DS folder like you did before during the test.
If you get a new card, format it as FAT32 and the system will make a new folder automatically.
You will then need to put the Luma boot.firm on the SD card root.
After that you need to install the apps such as Freeshop, FBI, Themely.etc
To do this part, follow the last part of THE guide I linked before.
Post back to this tread when/if you need help doing this.

I reformated de sd card. And put all the files back in. Now I can open FBI form the homebrew launcher but gives me an error when trying
to install a cia file (picture attached)
Also now every time I turn on the 3ds it goes to the luma 3ds 8.1 configuration menu. I mark "show nand or user string in system settings" press start for save.
but when I turn on again I have to repeat the process (so I can enter godmode9 I guess)

If the SD card is bad formatting will not fix the issue, it would have to be replaced.
Can I ask how you got into the homebrew launcher.
Bad SD cards can sometimes be read from but no written to. FYI

I dont know how to explain how I got into the homebrew launcher. I just have the icon in the home menu (of the 3ds)
Also I can get there using rosalina.

If I can write in the sd card (assuming deleting and copying the files back again is the kind of writing you refer) does that mean that the sd card is not bad?
Something that happened once through this process is that in one occasion I create a folder of FBI that I could not delete later. Also in other occasion I wrote information that later deleted itself like magic. Thats when I though the sd card could be bad. But I continue trying (and reformating) until I got where I am now. Just in case that could tell you something.

I'll see if I could buy a sd card at office depot or best buy next week.

--------------------- MERGED ---------------------------

Any idea why when I turn on the 3ds always get to the luma configuration?

check your payloads for this on your sd card. There may possibly be a file thats got something like si_ before it which will have that file run at boot.

If you got to HBL though the home menu, you most likely have the HBL Loader. This is fine as it gives you the necessary permissions.

Bad SD cards that are dieing will prevent you from witting to them or be VERRY slow at writing.
Fake SD cards especially ones from eBay are smaller cards about 1GB-2GB that have been programed to look bigger.
Writing to fake SD cards might seem to work but when you read it back, corrupt data.
When you write to fake SD cards the reader/writer tries to write data to a location that dosen't exist and any data you "written" wont exist.

If your card is bad or fake this could explain much of the behavior.
If Luma can't write the Config file to the SD card it will ask each time you boot.
I suggest you look at the ebay seller you bought the cards from and see if they have any reviews about fake SD cards.

Definitely have the card have to be bad. I check the payloads as lone_wolf323 suggested and the luma folder was empty. I copy the files again but disappeared (again)
So as you said I guess its quite difficult to write to the sd card.
When I buy the sd card, should I worry for the class or only the space?

The 3DS/2DS can use a max of Class 10/UHS-1
Class 10 means a Min 10MB's Write Speed/Read speeds very (I have a Kingston that reads @ 45MB's. So unless you like loading screens.... Ya class 10.
Also size. Thats up to you.
I got a whopping 128GB in mine and it's way too large. Ill never use the space.
32GB is a nice size, lots of games and home brew, 64GB Max in my opinion.

UPDATE: I bought a 16GB Class 10 SanDisk Ultra Plus at OfficeDepot. I could install the FBI.cia right away. I am not having the issue of having to go to the luma configuration everytime I start the 3ds. :D:toot::yay3ds::bow:
Now, thanks to your tips I start reading in the internet about fake cards and in many sites people say that a genuine card should be white on the sides (although they say that's not definitive) and mine is black. But most important, when I used h2test it gives me 20mb reading and 10mb writing when the package says up to 80MB/s.
Other than that, the test was fine. Should I return the card?

Nah, I assume you are using a USB 2.0 based or internal card reader, those don't always work at the full speed of the card.
Also, famous words "up to".
Also the package should say up to 80MB's read speed. write speeds very a bit from manufacture to manufacture and card to card. (A little)
Class 10 will write at 10MB's, reading is different.
Keep the card, you should be good.
Also all my SD/MicroSD cards are all black, no white.
