What do you want to do to get a CIA out of?
As in what project?
Is it a homebrew project? And which one? If so, you may just need to type "make cia" in the project folder. If that doesn't work, you'll have to edit the makefile. Either there is a part in the makefile that you can edit to enable cia building or you can copy the cia part of the makefile from any homebrew project that has it in the makefile. To get the CIA and I want to do it with https://github.com/Steveice10/buildtools/tree/78acb42849b6d8316a2a9de52c4cc41b784d4508
