Game Name: Dragon Ball Heroes: Ultimate Mission X
Developer/Publisher: Dimps Corporation/Bandai Namco Entertainment
Release: April 26th, 2017
Genre: Card Battle

Does it have lots of text?
Of course it does.
Why I don't think this will come out in the West?
Probably because of the Arcade game it is based off of. Makes no sense since Dragon Ball is also popular around North America and Europe.
What is it about?
Since it's based upon the hit Dragon Ball Heroes Arcade Game, this is the third game in the Ultimate Mission series. You team up with your favorite heroes and villains of the Dragon Ball Universe. The newest additions for UMX is characters from Dragon Ball Super. It also up's the anti with it's content and graphics.
Popularity in Japan:
It's Dragon Ball, what else do you need to know?

Why I think it needs to be translated?
So every Dragon Ball fan can have that "Arcade Action" in the Palm of their hand. That, and ther has only been two DB games (three if you count the VC release of Super Butoden 2) for 3DS released outside japan (Extreme Butoden and Fusions)
What I can do to help:
I don't know, I am kinda a beginner. But I would like to learn about translating.

Game Name: Tongari Boushi to Mahou no Machi
Developer/Publisher: Konami
Release: Dec 20 2012
Genre: Life Sim

Does it have lots of text?
It has a fair amount
Why I don't think this will come out in the West?
It's been three years since its release
What is it about?
This is a sequel to the DS game released in the US as Magician's Quest Mysterious Times in the US region, and Enchanted Folk and the School of Wizardry in the EU. It's a life sim that is very similar to Animal Crossing, but adds a magicians' school and a shopping mall the player develops and personalizes.
Popularity in Japan:
Not the greatest unfortunately

Why I think it needs to be translated?
The original DS game that this is the sequel to was quite enjoyable and added a lot of features to the Animal Crossing model. The most recent main line Animal Crossing is quite old now, and most fans will have played through the game to the point where they are more or less finished, but a new installment is perhaps years away, so this would fit neatly in the gap, giving fans of the genre a new and fresh experience.
What I can do to help:
My Japanese is not great, but I do live in Japan, so there are plenty of people I could ask to check others' work!

Really a pity there doesn't seem to be interest in this. :(

Developer/Publisher:
GungHo/GungHo
Release: 07/28/2016 in Japan
Genre: Puzzle/RPG

Does it have lots of text?
I'd say moderate.

Why I don't think this will come out in the West?

The Z/Mario dual release from 2015 only did so-so from what I gather, plus with already 8 months passed with no announcement in sight and the 3ds being slowly put to pasture, it's safe to say slim.

What is it about?

2nd adaptation of mobile match 3 meets collectible monsters game, this time with 2 versions.

Popularity in Japan:
Series as a whole is very popular.

Why I think it needs to be translated?
I have played a lot of the original mobile game over a period exceeding 2 years, and enjoyed the last game they brought out, even though it contained only a fraction of the monsters that were available from there. This installment has even more monsters from the original, more new monsters making their debut here, and a longer story mode.

What I can do to help:
Not much on my end, sadly. I can buy and help playtest if it would help.

I'd love to see P&DX translated... My god, at least the costume and monster skills.

Nothing.

If anyone/any group picks this up, I'm willing to help with proof reading, testing and helping with the translation process (I think it's called transliteration or adaption? Where the translated raw text is adapted to a 'smoother'/better flowing English (Quality Checker?)).

Yep
Why I don't think this will come out in the West?
The publisher got quiet since the botched release of Elminage Original. They're unsure of bringing it to the US.

from gameplay I've seen, it does have a lot of text but it's mostly combat with story sequences.

Why I don't think this will come out in the West?
games like this usually don't come out in the west.

What is it about?
It's base on the anime "My Hero Academia". it's a fighting game with the main protagonist of the series.

Popularity in Japan:
I'm sorry, I couldn't find any information about how much it sold, but the source material is very popular.

Why I think it needs to be translated?

I'm a big fan of the anime, and many people are, so many people would want to play this game.

What I can do to help:
I have little to no knowledge in modding, so honestly, I don't know how I can help. I can proofread or something, but I really don't know anything about modding games.

Heh, I know of the series, never played it but I didn't even know it had a 3DS title I thought it was just PlayStation till recent PC releases.

I assume this is the same script as the VITA? I had a quick look and seems you can straight up port the VITA script but looks like the 3DS version has a character limit set so some lines get cut off and some lines just don't fit right.

All the text seems to be read from .ebm files, they have everything in plain text in .ems files which you can edit but the game doesn't read from those, looks like they had a .ems to .ebm convertor and just left the .ems files in the romfs for whatever reason.

Any file with .cx on the end seems to be compressed with BLZ, .arc.cx are SARC files, and if you remove the "90" in HEX after decompress you can edit them as a SARC file but I haven't tried importing/recompressing and testing.

Just thought I'd post some initial findings, don't know if I'll toy with it much more since unless the character limit (seems to be 70) can be increased for the text and some ebm editing gets worked out it seems kinda pointless to look into the rest of it.

While I was waiting for the video to upload I seem to have got past the character limit, which also required me rebuilding one of the SARC files so texture edits should be possible.

Edit:
Looks like there is quite a bit of text stored in the code.bin which is always a hassle to edit, like character names are in there, I had success changing ロロナ to Rorona but seems like luck :P

Do you know how to rebuild SARC files? I'm trying making translation myself, I know how to edit .ebm files or import .ebm from PSV/PS3. And found a simple tool to extract/import text from code.bin/eboot.bin.

Nice, check out the Kuriimu suite of tools, can use Karameru to open the SARC files and extract/reimport and then Kukkii can handle the images.

Game Name: Kamen Rider: All Rider Revolution
Developer/Publisher: Namco Bandai
Release: December 1st, 2016
Genre: Side Scroller beat-em up

Does it have lots of text?
Yes, but alot of it is in Hiragana and Katakana, any Kanji used has Hiragana on top to facilitate for those that don't know the Kanji.

Why I don't think this will come out in the West?
highly doubt it.

What is it about?
Kamen Rider Ex-Aid is captured by an Enemy force, and now it's up to him to rescue all the Kamen Rider's being used by the main bad guy's evil plans.

Popularity in Japan:
HUGE

Why I think it needs to be translated?
the game is text heavy and alot of options are lost in translation as to switching to easy mode or advance mode. Upgrades are a game of chance alot of times to get better attacks and the story paths Fork, so it's unknown where a player must go next or what to do.

What I can do to help:
nothing unfortunately.
