Go to 3ds.guide and follow the steps over there. Then, when you have CFW on it, you can do a system transfer (dsiwarehax, i think) and then you can have cfw on both

And I mean actually study it, like read through it and ask us questions for things you need clearing up. Don't jump into this head first without asking for help.
I wouldn't suggest transferring from the 11.4 system to the 11.3 because then you have to wait another week to transfer back (or call Nintendo)
I suggest using ctr-httpwn to get onto the eShop and buying the game you need on the 11.3 instead.
But if you have cfw on the 11.3 system (luma+b9s) you can update and do a system transfer with it. Or you can use ctr-httpwn like Crystal said

Yup, I've been looking into the guide you were using.
Forget about that. Go to 3ds.guide, use soundhax (for getting homebrew launcher), follow all the steps and when you get into 11.3 again, you will have luma access. Update to b9s (or I think a9lh is obsolete in the guide, haven't read it yet) if it's still with a9lh, and then go into HBL on 11.4 with dsiwarehax method and two 3ds.
Ok so I followed the instructions https://3ds.guide/installing-boot9strap-(homebrew-launcher) up to section II 3. but GodMode 9 came up instead do I open boot9strap from there? or did I mess up?
You're supposed to rename SafeB9SInstaller.bin to safehaxpayload.bin, not GodMode9.bin to safehaxpayload.bin
I did, actually now that I think of it I think I did complete the boot9strap installation lol I didn't realize that the "code" it said was the thing I used.

Another option to put custom firmware on your 11.4 console is to hard mod.
