I hope also with sighax what ever developer releases a method of dumping device id will only release one so you can dump a id of a secound console you own.
Hope no one will release a method to give any id thats valid or a tool calculating an id thats valid because this would mean that people can use ids from consoles they don't own and this would be very very sad because people who are not all using hax or cheats could get banned because other use there id.
I mean if people get banned by nintendo thats not because they done nothing. They are banned because of using cheats online or play games bevor release with pirated game copies.

So if they want to bypass the ban they should at least own a secound console and not using the ids from innocent players.

You need to use the cd comand to go to the itcm.mem location on your pc. Just grab it from your 3DS using GM9 and after put it on your desktop

I didn't used cygwin, so I don't know how it works. I installed Ubuntu bash on W10 , used the code "cd /mnt/c/Users/[your username folder]/desktop" (if it doesn't work, try to get admin privileges with sudo ). and only then I used the dd code

Technically the better choice was to use a linux based system, but I was too lazy to do a reboot on my pc and boot ubuntu instead of W10

Not unless you write code to patch out the eShop update check. Without this patch the eShop will throw up an update nag, because when NIM performs a title list check, it sees that you're missing titles for the model you're claiming to be. This was once a feature in Luma prior to 6.5 but was removed because it apparently caused problems.
