Hacking N3DS problem

Ive been asked to try and install a CFW on a New 3ds. When I got the console both screens (top and bottom) was changing colors and flashed. From what Ive understood he had tried to follow and online video guide to install Luma3ds (I think it was) but forgot to backup the nand before downgradeing to 2.1.0. It was after that that the screen started flashing.
He then tried to upgrade to 10.4.0 with a Bravely Second gamecard.

As it stands now, the console starts but when I try to enter the settings menu to enable wifi the 3ds loading screen appears then nothing.

Is there anyway to fix this??

First of all,NEVER follow a video guide!Always use 3ds.guide.By following a video guide you risk bricking the 3DS console.
Your friend made several mistakes in the progress.One of them is not keeping a NAND backup,another one is cartridge updating a N3DS when it is on 2.1.0.
Now you can try 9.2.0 CTRTransfer to fix the MSET,but since the device is using A9LH rather than B9S,maybe you need an older archive page of the guide to get precise steps.
