Is your hblauncher updated to the latest, 1.3? If not, update it, then restart the console and try again. (I found someone with the same error code and that was their solution) If hblauncher isn't updated, make sure your starterkit is also up to date.

N3DS? Did you disable the L2 cache option in Luma?

I have a 2ds and whenever i try loading up HBL i get the errror code that i mentioned above!

How do i disable l2 cache? Also it may be related but each time i get the error code a different file is created at the root of my sd card called "Homebrewlauncher_otherappold11.4.bin"

Sorry. I severely edited my post after realizing you obviously don't have a N3DS, otherwise you wouldn't be in this thread. So don't mind that. I suggest the following:
-Start Over
-Read my post again
-Download the starter kit, extract to your SD card, overwriting.
-Delete the hblauncher folder on your SD card
-Download the homebrew launcher 1.3, extract to SD card
-GO to the first post of this thread and download and extract the payload with the 'E' at the end, if your console is European region
OR go to http://smealum.github.io/3ds/#otherapp, enter OLD 11 2 0 35 E (again, if you're console's region is European)
-Then try to boot up homebrew launcher

How do i update the starter kit?

You extract the contents to your SD card, overwriting them.
