The DLC CIA file is the "key" that lets you download stuff from the DLC felyne. If you don't have the DLC CIA installed, you'll have nothing to download.
Like I said, literally all links were horribly slow on Lycanroc's MultiUP thread. Slow enough as to take hours, and would also fail frequently. It wasn't just me it seems, not sure why, but it doesn't matter anymore, as I got the file on another place! Thanks anyway!

Wait for the game to be released in the US and play it again.
They won't waste time with the translation now.
They already said they will only post what they have and that happens to be it. You're more than welcome to pickup the project and finish it yourself though or wait until the western release.
As stated in the OP, the patch is incomplete, and will not be finished due to offical localization announcement that releases this fall.

I don't think that is a thing. Doesn't FBI just install cia files, which this is not? This patch should be manually setup using the instructions in the OP.
