If you are selling blank NFC chips you are fine. Equivalent to selling writable dvds.

Selling blank NFC cards with the art on them... that's illegal. It has logos and copyrighted art on the cards, so no, you are not allowed to sell it at that point.

If you are selling the NFC chip with the amiibo already loaded on the chip - even without the card having art on it - it's still illegal. Nintendo owns the copyright on all amiibo. This is equivalent of selling bootleg movies.

Selling the amiibo bin files is also illegal.

Sharing the amiibo bin files is also illegal, but comes into the grey area of roms and backups.

Did you really need someone to spell all that out for you?

I assume you mean a pirated copy of a game. And yes at that point it would be the same.
Yes i meant a pirated copy.

But i have to correct you, you can sell cards woth Art on it if the customer wishes and specifies it. Say the customer buys a card with custom Art and wants a pic of samus on it thats fine. If the seller advertises cards with samus on it its illegal.

Not quite. first of all, if it has any logo (the amiibo logo, the Nintendo logo, or the games logo) that logo is trademarked and would make it illigal to sell at that point. No exceptions. Well, unless you had permission from Nintendo.

Also the official character art is copyrighted by Nintendo. You do not have the right to sell, again, unless you get permission from Nintendo. Even if you don't call it samus.

If you use unofficial art (fan art) and you don't call it samus you call it "space mech warrior" you **might** get away with it. At that point it would just depend on Nintendo. Legally they could still go after you but you would have a better argument for fair use. You would have to argue in front of a judge to prove it's fair use, but as long as you avoided logos and associating it with Nintendo you could probably get away with fan art. This assumes you have permission of the artist obviously.

Regular pvc cards might rub off over time. You can get inkjet printable pvc cards for a few cents more.

Complete noob here in regards to NFC reading/writing but I am very interested in messing with amiibo tags to create some custom cards. I do NOT however have or have access to a compatible mobile phone to use the NFC capabilities. Can someone confirm if a usb writer would be able to write amiibo data to ntag215 stickers or cards? Specifically would a windows ACR122U or ACR1252U USB read/writer work to make this happen (any other suggestions on a device)? Lastly do you need anything other than a writing device/nfc tags to successfully create amiibo tags?

Whether or not your NFC readers/writers support NTAG215 tags is the small issue. The bigger issue is getting the software that will write the data. I have not found anyone who has been working on a PC equivalent to tagmo. Unless you can code your own (I may look into doing that myself, I've just been busy lately) then finding the software should really be your first priority.

Aha okay I see, so the writer is the basic component and likely wouldn't have an issue writing the data. The tagmo application was specifically designed to write amiibo data to an NFC tag and no such application/software is currently available for a usb/pc method. thanks for the information, bummer... Any suggestions on the least expensive phone that has the ability to write nfc tags?

There are differences in nfc reader/writers, to be clear. But even if you happened to have one that didnt work its trivial to just buy one that does. Which is why I said the software is the bigger road block.

As for a cheap phone, I have no suggestions. I couldn't find anything in the "less then $40" range and gave up looking. Stuck borrowing my friends phone.

Hahah well bummer, on first glance this seemed like it would be so much easier to accomplish. You trying to make me some amiibo tags : (but seriously)
