Check the header with a hex editor. SSARC is Yaz0 compressed SARC, also known as SZS. Uwizard can unpack it, but not repack it properly for this game.By that do you mean that you turned them off essentially? We could find out if we renamed them to null and saw if the voices still played. If they don't then they might be the right files.

I guess maybe I should mention that I did extract the TitleBG_EUen.pack file once before and replaced its contents with the japanese contents (the bars and ssarc) using wiiUzip and it didn't actually change anything.

Well, I found out why nothing changed for @speckxz when he switched TitleBG_EUen.pack. The file is actually patched over in the update, but bizarrely, this is only with the EUen and EUnl files. While the unpatched and patched version are the same size, I unpacked them with Uwizard and found with HxD that StaticVoicePack.ssarc was changed in the update. Weird.
Anyway, I unpacked TitleBG_EUen.pack and replaced it with the files from TitleBG_EUde.pack, and then patched them in both the update and base game folders on my Wii U with FTPiiU. However, I was only successful in muting the Champion item voices. I'll try something else with the file. I might just delete the .pack from the update if that doesn't work.

Get TitleBG_JPjp.pack and open it with WiiUzip. Export the stuff that's in there and then replace the contents of TitleBG_USen.pack with them. Then copy that over the .pack file on your console.

I extracted the 2 files from the JP pack and put them into the EN pack, and the voices are still there. Any idea what I may have done wrong?

1: If I download the game via jnustool, does that mean I can't use the method from speckz's nice video to patch the files? Is the method in OP's post identical in result?
2: I have a 32 GB Wii U, do I still have to install the game on an USB drive or can I install it directly on the Wii U internal memory?
