PowerTag: relatively Cheap, if you want to change the Amiibo many times (like farming) but reports of broken tags
Ntag215: cheap for a few Amiibos, but costs rise if you want many of them. really dureable, had no defects so far
N2elite: expensive but holds many Amiibos at the same time (alas a bit hard to click through them to get the right one)

I have 1 powertag for Animal Crossing cards which I use only once. For the rest I use Ntag215

n2elite and ntag215 require a phone with nfc unless you can get a compatible usb - nfc adapter for pc/laptop (dont think its been tried but should be ok)

powersave amiibo is for modifying amiibo's you own for games like smash and.... i think it only supports smash but idk

If you don't have an Android phone with NFC, the N2 Elite with the official USB reader is probably your best option, but it will cost you around $80. PowerSaves for Amiibo (with the Powertag included, as not all of them have that) is the second best option, but you can only have one Amiibo at a time which makes it rather a pain in the ass.

If you do have an Android phone with NFC, then you can buy blank tags and easily write Amiibos to them using TagMo. This is my preferred option. 100 tags will only cost you around $35 and while you can only write one Amiibo to each (only the save data can be rewritten), 100 tags should last you forever unless you want to have every single Amiibo ever. I wouldn't even consider the PowerSaves for Amiibo if you have an Android phone with NFC. It's cheap, but it's far too limited, and for only a little over twice that price, you can get an N2 Elite (without the USB reader) which holds up to 200 Amiibos at a time, vs the single Amiibo the PowerSaves powertag can hold.

So in short:
If you have an Android phone with NFC, buy blank NTAG215s, it's the best option. 100 of them for ~$35.
If you don't have an Android phone with NFC, buy a N2 Elite (with USB reader) for around $80.
Or if you are cheap and you don't care that you can only use 1 Amiibo at a time and need a PC to change to another Amiibo, get a PowerSaves for Amiibo that has an included Powertag.

N2/Amiiqo is great in how many it can store, but it becomes a hassle selecting the amiibo you want to currently be using. Fortunately the unofficial Amiibitz app can activate whichever bank you want quickly, but without that, you have to cycle through the Amiibos one at a time, and without a display in the Amiiqo/N2, it can be difficult to determine what Amiibo you currently have selected until you scan it in a game or register it on your system. So in that regard, making tags that you put on custom cards makes finding the Amiibo you want to scan in really fast and easy without second guessing if you have the right Amiibo selected. But this method will quickly become more costly than the N2/Amiiqo if you intend to make a lot of them. So its all just a give and a take. I really wish there was an N2/Amiiqo that had a built in LCD display so you could see the name of the Amiibo that you're currently on at all times and don't need to scan it in somewhere to determine what you have selected.
